SUMMARY
Eurasia Foundation (EF), a US-based international development organization promoting good governance, civil society development and economic development, is accepting applications for Chief of Party (COP) for an anticipated USAID-funded Donbas Activity. The activity will promote inclusive civic identity and common civic values by addressing the divisive impacts of Russian aggression, Ukrainian ultra-nationalism, and the consequences of ongoing armed conflict. The Activity will promote civic awareness, social and economic entrepreneurship, and improve democratic engagement between citizens and government institutions as well as improve community services in areas most affected by these divisive influences.
The COP will provide technical leadership and operational oversight for the Activity. This position is contingent upon funding.
DUTIES
- Provide technical leadership and strategic vision for the Activity
- Oversee day-to-day management of program implementation in accordance with program strategy and objectives; ensure quality performance and achievement of planned deliverables and outcomes
- Serve as EF’s primary liaison with USAID, national and local government authorities, and other partners
- Develop and maintain effective partnerships and coordination with other stakeholders, including international donors, civil society, and the private sector
- Create effective monitoring, evaluation, and reporting systems and ensure that donor and EF reporting requirements on Activity impact are met
- Manage and provide mentoring and professional development to program staff, with an emphasis on building national staff capacity
- Manage all financial and administrative aspects of the program
- Coordinate with the EF home office and publicly represent the Foundation
QUALIFICATIONS
- Minimum of 10 years’ experience leading good governance and citizen engagement programs
- Minimum of 5 years’ experience in working on programs in challenging or conflict-affected setting
- Master’s Degree or equivalent in public administration, public policy, economics, political science, international development or related field
- Knowledge of USAID rules and regulations and at least 7 years of experience in managing complex UGG or bilateral donor-funded projects required
- Experience working in Eastern Europe strongly desired; knowledge of Ukraine’s political, economic, and cultural context, especially of eastern Ukraine, civil society organizations, and government services delivery preferred
- Demonstrated ability to establish and maintain effective and collaborative relationships with government officials, civil society groups, private sector representatives, and the media at the national and local levels
- Demonstrated ability to lead, mentor and develop staff, manage budgets, and plan strategically and creatively to meet specified objectives
- Strong representational and organizational skills required
- Excellent speaking, writing, reporting and other communications skills in English; advanced proficiency in Russian or Ukrainian preferred
